Does God Answer The Prayers of Non-Believers?

The Bible is a book about God, and it gives us some reason why God does not answer some prayers. Let's start with the question, does God answer the prayers of unbelievers? The answer is in the Bible:

Proverbs 1:24-25 describe the type of person being addressed:

“Because I called and you refused,
I stretched out my hand and no one paid attention;
And you neglected all my counsel
And did not want my reproof;"

This is someone who has rejected God, meaning someone who is not a true Christian. Does God answer the prayers of this person? Verse 28 gives us the answer:

“Then they will call on me, but I will not answer;
They will seek me diligently but they will not find me,"

God does not answers the prayers of those who do not believe He exists. This includes those who believe in other Gods, such as Muslims, Mormons, and Hindus, as well as those who do not believe in gods: Buddhists, agnostics, and atheists.

God Does Not Answer The Prayers of Those Who Are Disobeying Him

If I regard wickedness in my heart,
The Lord will not hear
- Psalm 66:18

But your iniquities have made a separation between you and your God,
And your sins have hidden His face from you so that He does not hear
.- Isaiah 59:2

He who turns away his ear from listening to the law,
Even his prayer is an abomination.
- Proverbs 28:9

Since every non-believer is disobeying God's command to repent and believe, these verses further demonstrate that God does not answer the prayers of non-Christians. However, there are Christians who, at times, are willfully not obeying God. And God does not hear their prayers.

God Does Not Answer Those Who Pray With Selfish Motives

You ask and do not receive, because you ask with wrong motives, so that you may spend it on your pleasures. - James 4:3

He who shuts his ear to the cry of the poor, will also cry himself and not be answered. - Proverbs 21:13

God Can Answer Prayers In Unexpected Ways

We also know that God sometimes answers prayers with a "no." He may also answer prayers in ways we had not considered, and His timing for aswering our prayers may not be the timing we desire. In addition, while the above gives us some rules of thumb showing situations in which it is highly unlikely God will answer a prayer, there may be times when God makes an exception and answers the prayer of a non-believer.
